Safe Jail is a partnership of public health, facility designers, engineers, and corrections experts focused on making jails safe.

We are happy to announce the addition of Don Hulick to the SafeJail team. Don served the Illinois Department of Corrections for 20 years, before retiring as Warden of Menard Penitentiary. More recently he worked as a Vice President of Operations for Wexford Health Sources.

COVID-19 has hit jails particularly hard.

Some jails have reported cases in more than half of inmates, and each new inmate has the potential of adding to the viral spread. Safe Jail was formed to help jails and corrections officials manage their isolation needs in the COVID crisis and keep their facilities safe for future outbreaks. 
 
We have pre-engineered designs for testing, screening and isolating inmates as they enter facilities. These designs meet the needs of jails of all sizes. The designs meet all ACA guidelines.

E. Keith Neely, CJM​

Keith is a highly experienced corrections executive with a proven ability of leading corrections professionals in the largest, fully accredited public safety agency in the United States with over 5, 500 employees. Keith possesses 30(+) years of hands-on experience in correctional administration and management, security operations, and investigation techniques. Keith oversaw the successful process for the Broward Sheriff’s Office, Department of Detention to maintain accreditation recognition from the American Correctional Association (ACA), Florida Corrections Accreditation Commission (FCAC), and the National Commission on Correctional Health Care (NCCHC). He served as a Commissioner for the FCAC from 2010 – 2016, and chaired the Nominating and Standards Review & Interpretation Committees.

Tim Stephens, MA

Tim has spent more than 30 years in developing population health innovations and public health preparedness programs. For ten years he served as the Public Health Advisor to the National Sheriffs Association. In that role he was the principal founder of the Emergency Services Coalition for Medical Preparedness, the combined efforts of 23 national associations to protect first responders. He served as the Director of Preparedness for the Association of State and Territorial Health Officials immediately after 9/11, and later the CEO for the largest healthcare coalition in the nation.

Eric Weflen, AIA, NCARB

Eric has designed and developed more than 20 correctional facilities across the midwest, in addition to hundreds of other transportation, utilities and other infrastructure projects. He is a registered architect in five midwestern states and is recognized for his ability to solve customer problems.

Bryan Ferry

Bryan has over 26 years of experience in the modular construction industry. He has vision for making the construction process simpler and quicker for customers and contractors, and a passion for making construction environmentally sustainable. He is the President of Integrated Modular Construction (INMOD), which he founded in 2018 to provide innovations in permanent modular construction solutions.
